Dr. Liu Qi was born in November 1955 in Rongcheng in Shandong province. He graduated from Shandong Medical College in 1979 and then had served successively as resident physician, attending physician, associate director physician, researcher, the master's tutor and the doctor's tutor. Acting as vice president of Shandong Provincial Cancer hospital in September 1988, as the president of Shandong Provincial Cancer hospital in November 1990, as vice president and the party committee members of Shandong Provincial Academy of Medical Sciences in August 1999, as the member of the Party Group and vice superintendent of Shandong Provincial Health Department, party committee secretary and president of Shandong Provincial Hospital in October 2003.

Comrade Liu Qi is Expert-in-Residence of State Ministry of Personnel's Experts Service Center, concurrently assume vice board chairman of the Chinese Anti-cancer Association, chairman of Professional Committee of tumor information, the standing committee member of administration Committee in Cancer Institute & Hospital, the vice chairman of Tumor Institute of Chinese Medical Association, the vice president of Shandong Provincial Institute of Medicine, the vice president of Physicians Association of Shandong Province , vice board chairman of Shandong Provincial Anti-cancer Association, honorary chairman of the Clinical Cytology professional committees, the vice president of Shandong Association for Study of Pain, the member of the American Association for the Advancement of Science, the president of Chinese Journal of Cancer Prevention and Treatment.

He is adept in clinical diagnosis and treatment and basic research for chest tumors, and scientific management. He have assumed the responsibility for more than 20 various types of scientific research achievements and obtained 9 patents, 7 Shandong Provincial Science and Technology Progress awards, the Outstanding Invention Award of Shandong Provincial Science and Technology Committee as well as second class meritoriousness. He is chief editor of 7 kinds of medical journals such as "foreign medical tumor fascicule" and "Chinese Journal of Cancer Prevention and Control". He has written 4 books : "thoracoscopic resection of esophageal cancer", "Premonition detection and prevention of cancer", "The new diagnosis and treatment of malignant lymphoma" and "200 questions in diagnosis and treatment of breast cancer". He has published 65 papers in the core periodicals of provincial or above level and trained more than 20 postdoctoral, Ph.D. and master students.

Having been enjoying special government allowances since 1997, he was elected as "Shandong Provincal top-notch professional and technical talented people " in 1999, also as "1000 renowned technical experts in Shandong Province " in 2002.
